Polyurethane problem

I’m finishing some curly redwood panels, and having a problem. At the top of the picture you can see that either the grain is rising dramatically, or the poly is soaking into the wood unevenly. am I doing something wrong? is there a fix?

I sanded to 320, raised the grain with a damp cloth, sanded lightly with 320, applied a couple coats Watco Danish Oil (natural), let cure 2 weeks, and then yesterday applied three thin coats of Minwax water-based poly at 3 hour intervals.

update: I Think I didn’t sand between coats. I used a card scraper to remove most of the disfigured poly, sanded with 150 grit, and then put a very thin coat of the same poly on it. I’ll let you know how it worked.
