Domestic violence

I live in an apartment in Al Sufouh 1, Jumeirah. My neighbours are a young couple, quite noisy but its okay for me. Yesterday the guy was beating the sh. Out of her. We have a space in the window so the voice travels clearly, its like being in the same room (quite literally). This happened at 5:48AM I am sure other neighbours heard but no one did anything. I called the police, they asked me to inform building security and if the building security calls them they will come, building security pretty much didn’t do anything. They came rang the bell, he didn’t open the went back. I went to them again and asked them to call the police so they can come and check up on the girl but they didn’t call police, instead they called the apartment, the guy just picked up the phone and said there won’t be any noise complaint now, the matter is resolved.
However I kept hearing him shout from time to time and constantly heard muffled weeping of the girl. It was quite traumatising. I have been in Dubai for only a year and am not sure about the rules, if it was my hometown I would have just rang the bell and put that guy in his place.
Please suggest what actions can I take with the authorities and where to go? I don’t want such neighbour living next to me.
