Question about residential window replacement.

My house was built in 1996 and still has the original, I believe they are MW, windows, and they all are standard window sizes - no custom sizes. A number of the window seals have failed, and several of the sashes have had the tilt pins fall out where the sash softened along the bottom corners. The boxes all still appear to be in good shape, no rot and all appear to still be square. It seems like the least invasive, possibly the least expensive, and maybe the most efficient, way to address my problem is to install replacement sash kits, instead of full replacement windows. Am I missing something here? Why don’t more people just replace the sashes instead of full replacement windows?
