Painting over paper lining
Question for those better informed. I am about to paint the interior walls of a three-bedroom house we are renovating. I removed the wallpaper throughout the house and found the previous owner had lined the walls with paper. I hope to paint directly over the paper without removing it. Do I need to sand or prime beforehand? Or both sand and prime? Appreciate any advice.
