What is the meaning of Palpatine’s weird noise here after Obi Wan cuts up the droids?

I genuinely do not know what emotion is supposed to be conveyed here. Is it meant to be “yeah, get em! pretending to cheer Obi Wan on? Is he frustrated that Obi Wan didn’t mowed down? One of the oddest shots in the movie IMO.

Does anyone know what to make of it?
