Garage Drywall Repair

I recently moved to a 1950s split-level house with a basement garage. The drywall in the garage extends to the concrete floor, and is disintegrating due to moisture absorption – the previous owners just covered it with another layer of drywall. My initial plan:

* Remove the damaged drywall, and replace it with drywall that ends 1/2 inch above the floor.
* Use a water-resistant spray foam to fill the gap, protecting the wooden framing from water (e.g., Loctite Fire Block Foam).
* Cover the foam with a vinyl wall base for aesthetics.

But I wonder about the choice of materials for a garage, since fireproofing is important. Any thoughts? Thanks in advance!
