Testing 1lb Propane Tank

I want to refill a 1lb propane tank from a 20lb tank. I know how to test for leaks with soap and water. Before filling I would like to test for leaks on the 1lb first. Can they be tested for leaks empty or do they need a certain amount of propane for a proper test?
