Removed luxury vinyl tiles to fix bouncy floor — found old vinyl sheet underneath. What now?

We’ve been dealing with some bouncy spots in our luxury vinyl tile (LVT) floor, so we pulled up a section to investigate. Surprise: there’s a layer of old cheap plastic/vinyl sheet sitting between the LVT and the subfloor (hopefully there is not a third layer 👀).

Now staring at this (see the pic) with confusion.

Questions for the flooring pros or DIYers here:
Is the bounciness coming from the subfloor itself, or just from the gap created by layering flooring? Or LVT just run its course and time for a new floor.

DIY viable? Or is this a case where screwing around risks making it worse (and more expensive)? Anyone dealt with floors-on-floors like this?

If yes, DIY, what do we do here? 👀 just replace the few or pull them all out?
