Many people say that the prefrontal cortex doesn't fully develop until around age 25, and some use this to argue that even 24 year old is still an adolescent or that adulthood should begin at 25.

How accurate is this claim from a neuroscience perspective? Is there evidence that the prefrontal cortex reaches a distinct endpoint around age 25, or is brain development a more gradual process that continues beyond that age? Is there any scientific basis for considering a 24-year-old an adolescent solely because the prefrontal cortex is still developing?
