Adding shelf’s, need help

I am new to doing DIY. I have a small closet (basic shelf with coat hanger). I want to add more shelf. this is right outside a half bath and sharing the wall with it. I want to make sure I don’t drill into plastic water pipes, electrical.
i am looking for any guidance on how to go about it. Use drill here or do manual screw driver to do small hole and check? also how long screws should I use to be safe not to hit anything behind the wall. I do not plan on putting anything heavy on shelf just clothes.
i have bought two advanced stud finders. but both don’t agree where the studs are in some places or the electrical are.
