Theory: Loki S2E03 Just Revealed He Who Remains Biggest Secret. Everything has been part of the Plan.

***TL;DR- Not only was He Who Remains death part of his plan, but he let himself be killed to enact the most crucial part of the rouse. He let himself be killed, knowing that the People would need him again and would willingly sacrifice their free will to save the multiverse. Timely saves the TVA, becomes HWR, wipes their minds, the time-keepers are created, and the loop begins again, just as it always has.***
***It takes one to know one.***
“You’re a confidence man!” Loki says when he sees Victor timely for what he really is. Being a trickiest and a master of deception himself, Loki sees right through Timely. But I think there is more to this reveal than meets the eye. I believe that Timely reveals the true nature of He Who Remains and why it has to be Loki to foil him.
***Trust No One***
In film and television, we tend to take characters at face value, but often, the characters themselves are lying to us. What would we believe or trust anything that He Who Remains has said in any capacity? We know that deception has always been a tool For HWR. He created the Time Keepers and wiped minds. Deception is his main form of control. We see this again with Timely.
***Always Part of the Plan***
So here’s my take. HWR’s plan was always to be defeated. He built this into his design of the TVA. He gives people perceived free will and shows them that the multiverse and the TVA rapidly degrades without him. As the series tells us, he had a backup plan the entire time in the form of Timely, meaning that he expected them to need him darn, near instantly.
With the temporal loom melting down and the prospect of everything imploding around them, the people of the TVA turn to a Kang Varient again and sacrifice their free will again for security and safety. The cycle starts again, and Timely becomes the HWR we knew from the First season. It’s an Ouroboros, a perpetual loop. HWR then wipes their minds, and the whole thing starts again.
