Last night I saw a *lot* of confusion regarding the 2024 MLB Draft order. And it's understandable given MLB's lackluster explanation of how it works and the numerous rules and tiebreakers.
The best way to understand the draft is to break it down into three tiers:
* Lottery Teams (Picks 1-6) * Non-Lottery, Non-Playoff Teams (Picks 7-18) * Playoff Teams (Picks 19-30)
Let's walk through it tier-by-tier.
**TIER 1: LOTTERY TEAMS**
All 18 non-playoff teams are included in the lottery with various odds of winning based on regular-season record. The teams with the worst records have the highest odds of the no. 1 pick. These six lottery spots are chosen at random. The 12 teams that do not win a lottery spot move to the second tier.

--- Note that upon initial drawing, the Nationals won the no. 1 pick. However, the CBA forbids largeeive revenue-sharing payouts – from acquiring a lottery pick two years in a row. The Nationals had a lottery pick last year, so they are ineligible. A second drawing was made, and the Guardians were awarded the no. 1 pick.
**TIER 2: NON-LOTTERY, NON-PLAYOFF TEAMS**
In this tier, teams are simply ranked in reverse order of regular-season winning percentage. The tiebreaker is previous year’s standings. 7\. Nationals 8\. Cardinals 9\. Angels 10\. Mets 11\. Pirates 12\. Tigers 13\. Red Sox 14\. Giants 15\. Padres 16\. Yankees 17\. Cubs 18\. Mariners
However, there are certain CBA rules that impact these picks.
The first team affected by these rules are the Nationals. As I mentioned above, the CBA forbids large-market teams from acquiring a lottery pick two years in a row. *In addition*, a large-market team cannot select higher than 10th overall the year after receiving a lottery pick. The Nationals are a large-market team (for draft purposes) and received a lottery pick in the 2023 draft. Therefore, they are dropped three spots to no. 10.
The Yankees, Mets, and Padres all exceeded the third luxury tax tier in 2023. As a result, their top overall pick is dropped 10 spots. Ouch! (If any had won a lottery pick, their second-round pick would have been dropped instead.) Many other teams are bumped up as a result of these penalties.

FINAL RESULTS 7\. **Cardinals** - The Cardinals jump from no. 8 to no. 7 because of the restrictions against the Nationals. 8\. **Angels** - The Angels jump from no. 9 to no. 8 because of the restrictions against the Nationals. 9\. **Pirates** - The Pirates jump from no. 11 to no. 9 because of the restrictions against the Nationals and the luxury tax penalty against the Mets. 10\. **Nationals** - The Nationals pick at no. 10, the highest spot for which they’re eligible. 11\. **Tigers** - The Tigers jump from no. 12 to no. 11 because of the luxury tax penalty against the Mets. 12\. **Red Sox** - The Red Sox jump from no. 13 to no. 12 because of the luxury tax penalty against the Mets. 13\. **Giants** - The Giants jump from no. 14 to no. 13 because of the luxury tax penalty against the Mets. 14\. **Cubs** - The Cubs jump from no. 17 to no. 14 because of the luxury tax penalties against the Mets, Yankees, and Padres. 15\. **Mariners** - The Mariners jump from no. 18 to no. 15 because of the luxury tax penalties against the Mets, Yankees, and Padres.

Picks 16-18 would normally go to non-playoff teams. However, the Mets, Yankees, and Padres fell completely out of this tier. So these spots will go to playoff teams instead.
**TIER 3: PLAYOFF TEAMS**
The 12 playoff teams hold the bottom 12 picks of the draft’s first round, in reverse order of their postseason finish. Since several teams had the same finish (i.e. lost in the Wild Card round), tiebreakers are used to separate teams within the same group. Within a group, revenue sharing is the first tiebreaker. Teams that receive revenue sharing pick before teams that pay into revenue sharing. Regular-season record is the second tiebreaker. Previous regular-season record is the third tiebreaker.
Now sprinkle in the falling luxury tax offenders, and you have the bottom half of the draft.
