How does the Galactic Empire work with planetary control
So I'm curious, We know that the empire takes over planets and like to have control, how does it work that some planets have there own police force,for instance we see in Maul: Shadow lord, on the planet janix they're told that protocol is to report to the Empire if required, and Braner Lawson says once the Empire arrives they'll never leave. So I'm curious how it worked with them taking over planets and/or leaving it up to general law enforcement. Obviously we know the empire came due to Maul's, but would they have just stayed there even if he was captured?? thanks
