First Blood - why did the cop treat Rambo like that so randomly?

Idk if I missed something or if it's cos I'm not from around the US to understand the geopolitical context behind that hostility, but why was the cop so rude to Rambo in this movie in the opening few minutes?

He was simply just walking, and the cop rolled in and verbally harassed him like he was a terrorist of some sort.

He said stuff like ***"wearing that flag on that jacket, looking the way you do, asking for trouble around here".***

That was an American flag on his chest; he was walking on American lands. And that jacket was an army jacket, I think? I'm not sure.... He also kept talking about how he's worried that his place would be filled with "people like him" if he treat Rambo well and let him go and all that.

And after a while, he came back to Rambo while he was simply walking and tried to arrest him for no reason whatsoever. Arrested for "vagrancy", he said. It didn't make sense to me.

Why exactly did the cop talk like that? Why did he hate him?
