Insulating and air sealing soffit area of ceiling

I'm air sealing my attic ahead of blowing in cellulose. How should I deal with this soffit area? My thoughts are to 1) Build a cap out of rigid foam and air seal around that. 2) Try and air seal all the wall penetrations.
The second sounds better in my mind, but a lot more work.
(Yes, cables need tidying beforehand too)
