I think it was an accident. The tree branch falling was unexpected and not caused by her forgetting the bill receipt. It was simply bad luck.

The chef may have been negligent, but we shouldn't blame him immediately. The blood and fingernail could have come from another staff member or during food handling. A proper investigation should be done before reaching a conclusion.
