How to remove rusted toilet seat bolts?

Posting this here because people on howto think I peed and pooed on my toilet hinges! First image is an example of something similar to how the toilet looks. The fixtures are HIDDEN. There is no underneath or side that I can reach to unscrew a bolt.
The bolts have corroded and have been moving around rust (what you think is poop) due to the hinges being completely loose. I need to replace the attachments and the toilet seat entirely. I already used PB Blaster, which is the yellow liquid you see. Ive also already tried leveraging the screw as I untwist it.

I am afraid if using a saw or dremel that I would leave a piece of the screw inside the toilet inside the plug part.
