Want to put 4x4x12 posts above ground to hold string lights

But I don't want to bury the post! I need all 12' of the post and it will be free standing. I'm in central California, we don't get crazy winds like Texas so will maybe 3ft of underground concrete post with a post anchor be enough to hold it up? I've searched Google and Pinterest to no avail
