ELI5: How is speed of light defined, if the basis of a meter is from the speed of light itself?

I've read that the meter has been retroactively defined to fit c, wouldn't that make c arbitrary? Only rectified by it being the general consensus.

Could c have been exactly 300,000,000 m/s if our earlier definition of a meter was little bit shorter? How much shorter would a meter have been?

Could c change value in the future, if we develop better technology for measurements?
