Moonstone is great villain for Winter Soldier
\- Firstly, they already have a conflict and personal animosity. In Thunderbolts, they did not immediately get along with their characters and their confrontation went through the entire run. After that, it only became more entrenched.
\- Secondly, their worldviews are ideally antagonistic. Bucky is an idealist, ready to lay down his life for what he thinks is right, standing up to terrible regimes and people. Karla is an opportunist, ready to dance to any regime, just to find her advantage in it.
\- Thirdly, their forces are quite comparable. Moonstone is significantly stronger than the Winter Soldier, but where she takes on brute force, he can overcome with skill, experience and technology. + Sofen is a psychiatrist who loves to break other people's destinies and personalities. Bucky is a victim of people like that.
\- Fourth, it's easy for them to cross paths. Moonstone is constantly working for Zemo, Fisk, Doom and other big villains, against whom Barnes is conducting his sabotage.
I feel like their confrontation has more significance and weight than Karla's run-ins with Danvers or Monica again. Carol has long been too strong for Sophie and can literally knock her out with one blow, and they have never had a strong conflict with Monica. There is also a tangible potential for a close confrontation based on both personal hostility and ideals and their absence.
